The Việt Cộng has been waging an insurgency against the [[Empire of Japan]] and [[Empire of Vietnam]] for decades, receiving both [[Union of Soviet Socialist Republics|Soviet]] and [[Orion Treaty Organization|OTO]] support. Just before Operation Rising Sun was launched, the Việt Cộng launched one of its most sophisticated and significant attacks to date, [[Battle of Port Izumi|destroying the Port Izumi refinery complex]].
