Werwolf is a purported Non-State Actor organization.
History
Several non-Axis governments alleged the involvement of the Werwolf organization in the explosion at the Hungarian fleetyard. In response to the resulting media coverage, Hungarian National Governor János Antal instead alleged the involvement of "British spies and MI6".
