Clayton Orr was the former President of the Tetus Colonial Republic for a three-term tenure, however now lives in the Sigma Draconis Orbital districts in exile from the revolutionary government in the Silvanus system located in Tetus.

During President Orr's three-term tenure, Tetus aimed to become the entertainment hub of the Juno Reach. However, allegations of unchecked corporate excesses and widespread corruption in the dominant casino sector may have bolstered local guerrilla forces in the region.

Clayton Orr has been accused by Tetus revolutionary government of severe abuses of power by former President Clayton Orr, suggesting his administration operated akin to a mafia state.
