William Carter is a retired United States Army general who served as the commander of United States Sea of Clouds Command (USSEACOM), a battalion and later a brigade of the 35th Infantry Division during the Aurelian War, and later as Supreme Allied Commander Local Cluster (SACLR) of the Orion Treaty Organization. As SACLR, he focused on strengthening relationships with U.S. allies and pivoted the office to confronting the Japanese Empire in the New Canaan Corridor. He later served as a special security advisor under the Turnbull Administration.
