The High Republic of Whitehall, commonly known as Whitehall, is a Non-Legacy Nation located in the Buyan Isles. It is a Middle Power and a member of the League of Nations. Due to its location, the nation has become a key, though controversial, ally of the United States of America and the Orion Treaty Organization in the region.

Whitehall's domestic policies have encouraged the development of a highly stratified economy, in which a small 'apex' class attains a high level of luxury through the labor of an under-compensated workforce. As a result of extreme inequality between classes and domestic policy, Whitehall's working class engages in widespread use of chemical suppressants, with over 90% of the population addicted to mood stabilizers, euphorics, or anti-anxiety drugs. A practice of extreme automation, cybernetics, and network intelligence further ensure that the working population, made docile by medicines and drugs, are tightly controlled and work to maintain an impossibly high standard of living for the apex class at little cost. This system has been described as a 'Sedation Economy', and is considered representative of the 'Transhumanist' ideology.

Whitehall's transhuman society is subject to controversy both domestically and abroad. Within the High Republic, sporadic civil unrest and uprising are generally poorly organised and easily put down likely as a result of the isolating effects of a chemically sedated society. Abroad, the nation is the target of heavy criticism, especially from Human Essentialists and human rights organisations. While Whitehall is a key resource in extending Western influence in the Buyan Isles and engages in arms deals with the USA, the Western nations are also facing internal political pressure to place an arms embargo against the High Republic. This movement is particularly prominent as media sources allege that Whitehall uses American weapons against its own citizens to put down internal revolts to maintain a system with one of the worst human rights records in the entire Orion Arm.
